Bishimbayev Kuandyk Valihanovich

Chairman of the Board of Directors, Deputy Chairman of Joint Stock Company ‘National Welfare Fund ‘Samruk-Kazyna’

Born in April 11, 1980 in Kyzylorda.

Mr. Bishimbayev graduated Kazakh State Academy of Management with a degree in ‘International Economic Relations’ in 1999 as well as University of Washington School of Management and Business granted by the program ‘Bolashak’ in 2001. He was awarded by Master of Business Administration degree. In 2002 Kuandyk Valihanovich graduated Taraz State University named after M. Dulati with a degree in ‘Law and legal science’.

He started his career in 2001 as a senior manager in ‘Development Bank of Kazakhstan’ JSC. In the period from 2002 to 2003 Mr. Bishimbayev held position of the Head of functional analysis division of the Department of budget policy and planning, Deputy Head of investment planning and analysis office of the Department of strategic planning and investment policy of the Ministry of Economy and budget planning of the Republic of Kazakhstan.

Since 2003 Kuandyk Valihanovich held executive positions in the following joint stock companies: ‘National Innovation Fund’, ‘Centre for marketing and analytical research’, ‘Corporation ‘Ordabasy’.

In 2005-2006 he worked as an Adviser of the Minister of economy and budget planning of the Republic of Kazakhstan, Adviser of Prime-Minister of the Republic of Kazakhstan.

In 2007-2008 Mr. Bishimbayev held position of Vice-Minister of Industry and Trade of the Republic of Kazakhstan, Head of social and economic monitoring division of the Administration of the President of the Republic of Kazakhstan, Assistant of the President of the Republic of Kazakhstan.

In 2010 Kuandyk Valihanovich was appointed as Vice-Ministry of Economic Development and Trade of the Republic of Kazakhstan.

 

Tuleushin Kanysh Amanbayevich

Member of the Board of Directors, Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan

Born in December 6, 1983.

In 2004 Mr. Tuleushin graduated Eurasian National University in Astana with a degree in finance and credit. In 2006 he was awarded by master degree in Oxford Brookes University.

Kanysh Amanbayevich started his career in 2003 in commercial entities.

In the period from 2004 to 2005 he worked in ‘Temirbank’ JSC (accountant and transactions officer, Head of Cashing Department).

In 2006 – ‘National Centre of scientific and technical information’ JSC, consultant.

In the period from 2006 to 2007 – ‘Centre for trade policy development’ JSC, senior expert.

In 2007 he held position of Head of Innovation Policy Office of the Ministry of Industry and Trade of the Republic of Kazakhstan.

Mr. Tuleushin also worked in Academy of State Administration under the President of the Republic of Kazakhstan.

In the period from 2008 to 2011 – Administration of the President of the Republic of Kazakhstan (consultant, head of division, deputy head of social and economic monitoring division).

In August 2011 Mr. Tuleushin was appointed as Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan.

 

Kulseitov Aidyn Zhenisovich

Member of the Board of Directors, Chairman of the Board of ‘National Innovation Fund’ JSC

Born in July 9, 1976 in Ust-Kamenogorsk.

In 1997 Mr.Kulseitov graduated engineering and economic faculty of East-Kazakhstan State Technical University named after D. Serikbayev with Honors degree in engineering and economy. In 2004 graduated Academy of Public Administration under the President of the Republic of Kazakhstan with Honors degree in ‘Public Administration’.

Besides, Aidyn Zhenisovich has also obtained additional education in Japan (Development of light industry, September-November, 2004), Republic of Korea (Strategy of economic development, June, 2009) and Singapore (Fast moving and sustainable industry development: Singapore experience, September – October, 2009) and other.

Candidate of Technical Sciences.

He has general employment history of 15 years, 8 years in the field of public administration and all the 8 years Mr. Kulseitov held executive positions. Prior to joining the Fund, Aidyn Zhenisovich worked in Administration of the President of the Republic of Kazakhstan (Deputy Head of Social and Economic Monitoring Office), Ministry of Energy and Mineral Resources of the Republic of Kazakhstan (Head of Strategic Planning and Intersectoral Coordination Department). Mr. Kulseitov has also worked in different periods of time in Ministry of Industry and Trade of the Republic of Kazakhstan (Head of Strategic Planning and Summary Analysis Department, Head of Industrial Policy Department of the Ministry of Industry and Trade of the Republic of Kazakhstan), Department of Industry, Trade and Small Business in Ust-Kamenogorsk and other.

Since September 2009 and up to the present time, Mr.Kulseitov holds position of Chairman of the Board of ‘National Innovation Fund’ JSC.

 

Kadyukov Nikolai Viktorovich

Member of the Board of Directors, Deputy Chairman of the Committee of State property and privatization of the Ministry of Finance of the Republic of Kazakhstan.

Born in 1959.

Mr. Kadyukov graduated Karagandy Pedagogical Institute in 1980 as well as Academy of National Economy under the Government of the Russian Federation with a degree in ‘Economics and Administration’ in 1999. In 2007 Nikolai Viktorovich graduated Karagandy State University named after E. Buketova with a degree in ’Jurisprudence’.

Mr. Kadyukov started his career in 1979 in Karagandy Regional Soviet of Voluntary Sport Society ‘Burevestnik’. In the period from 1986 to 1991 Nikolai Viktorovich worked in commercial entities. Since 1991 up to 1995 Mr. Kadyukov held position of Deputy Director on commercial issues of ‘Association of contribution to business cooperation of enterprises of the Republic of Kazakhstan and Russian Federation’ in Moscow, from 1996 to 1997 he worked as a manager in joint-stock commercial bank ‘Maksat’ in Almaty, from 1997 to 1998 Nikolai Viktorovich held position of Managing Director of ‘Karaganda-Karbid’ JSC.

In the period from August 1998 to December 1979 Mr. Kadyukov worked as Deputy Director of Karagandy branch of ‘Agency on reorganization and liquidation of enterprises’ JSC.

In December 1999 he was appointed as acting Chairman of Committee of State property and privatization of the Ministry of Finance of the Republic of Kazakhstan.

Since March 2000 up to the present time Nikolai Viktorovich holds position of Deputy Chairman of the Committee of State property and privatization of the Ministry of Finance of the Republic of Kazakhstan.

Mr. Kadyukov is awarded by merit certificate of the Republic of Kazakhstan and jubilee medal ’10 years of independence of the Republic of Kazakhstan’.

 

Orunkhanov Murat Kadesovich

Member of the Board of Directors, Vice-Minister of Education and Science of the Republic of Kazakhstan.

Orunkhanov Murat Kadesovich graduated mathematical faculty of Novosibirsk State University and later obtained postgraduate education in Computational Centre of Siberia branch of Academy of Sciences of the USSR.

Murat Kadesovich worked in Kazakh National University named after Al-Farabi in the capacity of assistant, senior lecturer, associated professor of applied mathematics department, head of mathematics modeling department, dean of mechanical and mathematical department, provost for education. Mr. Kadesovich is a highly qualified specialist in the field of computational mathematics and mathematical modeling. He has got more than 60 published research papers as in local so in international science magazines including monograph and manual for students of universities.

In Kazakh National University named after Al-Farabi Murat Kadesovich was lecturer of the guide course ‘Numeric and digitized methods’ as well as number of special courses on computational mathematics. He was a supervisor of the scientific project financed by the Ministry of Education and Science of the Republic of Kazakhstan, conducted intense work on academic activity modernization, research activation, mass involvement of students into R&D, adoption of the Total Quality Management system in the University as well as introduction of credit technology of education.

 

Arslanova Zarina Fuatovna

Independent Director

Zarina Fuatovna graduated State University named after S.M. Kirova with a degree in ‘Political Economy’. She took a science degree in Economics (Candidate of Economic Sciences) and she is an associate professor of political sciences as well. Besides, in different period of time Zarina Fuatovna has also obtained additional education in University of Kentucky (Financial Analysis), World Bank Economic Development Institute (Project Analysis, Risk Management in finance and banking, Business planning and enterprises restructuring, Bank credit policy and investment financing), Asian Productivity Organization (Tokyo, Productivity and decision-making process), Centre for International Private Enterprise of the U.S. Trade-Industrial Chamber (CIPE) (Corporate management) and other.

In the course of different years Zarina Fuatovna was a member of Corporate Management Council (American Chamber of Commerce), member of auditors’ certification commission. Since 2006 she is a member of National Corporate Management Council of Kazakhstan.

Zarina Fuatovna held positions of director and coordinator of various World Bank projects as well as director of the first program on actuaries training in Kazakhstan (USAID project), director of CIPE project on ‘Building of corporate management basics in Kazakhstan’, Provost of University of International Business. Since 2007 she holds position of the President of AXIS Corp and since the same year Zarina Fuatovna is a member of the Board of Directors of ‘NIF’ JSC as well.

 

Nugmanov Timur Yersainovich

Independent Director, Managing director on legal issues of legal bodies union ‘National Economic Chamber of Kazakhstan ‘Atameken’ Union’

Born in 1970.

In 1996 Mr. Nugmanov graduated Kazakh State Law Institute with Honors degree as well as obtained postgraduate education in the same University.

Timur Yersainovich started to adopt his theoretical knowledge into the practice in the capacity of specialist of the Department of law enforcement and state building of the Ministry of Justice of the Republic of Kazakhstan. Mr. Nugumanov held responsible positions in legal service of the Administration of the President of the Republic of Kazakhstan, Establishment of the Supreme Court of the Republic of Kazakhstan, ‘National Company ‘KazMunaiGaz’ JSC’, he also worked in the capacity of Deputy Director of establishment of the Agency on Fighting Economic and Corruption Crimes (Financial Police), Director of subordinate enterprise of Department for Presidential Affairs of the Republic of Kazakhstan, Managing Director on legal issues of ‘National Economic Chamber of Kazakhstan ‘Atameken’.

Since June 2011 – cofounder and Director General of ‘Lex-Kz’ Ltd.
